2, A sum not exceeding two thousand three hundred and ninety-three million, eighty-one thousand, two hundred and twenty dollars shall be and the same is hereby charged upon the revenue and other funds of the Colony for the service of the financial year commencing on the 1st day of April 1970, and coding on the 31st day of March 1971, and the said sum so charged may be expended in the manner expressed in the Schedule.
