In view of the fact that the welfare of Hong Kong seamen is at
present specifically excluded, will Government examine the
present constitution and terms of reference of the Port Welfare
Committee with a view to extending welfare facilities for
seamen domiciled in Hong Kong as well as those visiting the port from abroad?
