other person to leave the vehicle, or may himself drive or remove the vehicle or cause it to be driven or removed to any vehicle testing centre or police station, and may cause the vehicle to be detained at a vehicle testing centre or police station for not more than eighteen hours for the purpose of causing the motor vehicle to be examined, inspected, weighed and tested.

(7) Any person who fails to comply with the directions of a police officer given under paragraph (6) shall be guilty of an offence and upon conviction shall be liable to a fine of one thousand dollars and to imprisonment for six months.

18B. (1) Without prejudice to any other enact- ment the Commissioner by notice in the Gazette may limit the number of motor vehicles which may be registered or licensed as-

(a) public omnibuses;

(b) public light buses;

(c) (axis; or

(d) public cars.

(2) The exercise by the Commissioner of his powers under paragraph (1) shall not thereby invali- date, operate to cancel, or render void the registration of a motor vehicle or of a motor vehicle licence.

(3) If the Commissioner-

(a) receives applications for-

(i) the registration, or

(ii) the licensing.

of vehicles within any class of motor vehicle which is referred to in paragraph (1):

the

(b) has under paragraph (1) specified

maximum number of motor vehicles which may be registered or licensed within such class; and

(c) would, but for the limitation under para- graph (1) of the maximum number of motor vehicles that may be registered or licensed in the class in which the applications have been made, grant the applications,

the Commissioner may cause the applications to be determined by lot.".

8. Regulation 19 of the principal regulations is amended-- (a) by inserting after paragraph (2) the following new para-

graph-

Third Schedule.

"(2A) Notwithstanding anything contained in paragraph (2), if a valid licence issued in respect of a motor vehicle in any particular class is surrendered to the Commissioner and at the same time an applica. tion is made for the issue of a new licence for that motor vehicle in a different class, the Commissioner may issue the motor vehicle licence applied for for a period not exceeding the unexpired period of the surrendered licence, upon payment of a fee calculated by the Commissioner by multiplying one-twelfth of the appropriate annual licence fee specified in the third column of the Third Schedule by the number of months in the unexpired period of the sur- rendered licence.";

(b) by deleting paragraph (3).

Regulation 26 of the principal regulations is amended by inserting after paragraph (2) the following new paragraph-

"(3) Notwithstanding paragraph (1), if an application is made to license a motor vehicle and at the time of the applica- tion a valid motor vehicle licence issued in respect of the vehicle is surrendered, the Commissioner may make a refund of a portion of the fee paid in respect of the surrendered licence and such refund shall be calculated by multiplying one-twelfth of the annual licence fee chargeable for a motor vehicle of the class or the division of the class within which the vehicle was licensed, by the number of months in the unexpired period of the surrendered licence,”.

10. Regulation 27 of the principal regulations is revoked and replaced by the following-

"Power to refuse or revoke vehícle licence and

to impose

conditions.

27. (1) The Commissioner may-

(a) refuse to license; or

(b) revoke the licence of,

any motor vehick if

(i) it appears to him to be necessary or expedient

so to do in the interests of public safety or

the regulation of vehicular traffic in the Colony:

(ii) the design, construction, adaptation or condi- tion of the vehicle or any equipment thereof
