(b) that every person employed in that blasting process shall, whilst so employed. be supplied with clean fresh air at a rate of not less than six cubic feet per minute from a source removed from that blasting process. and such other conditions as the Commissioner of Labour, or BDY officer authorized in writing by him, may in his discretion specify in the certificate.
(3) Any person who uses sand or any other material con- taining free silica as an abrasive in a blasting process in contraven- tion of paragraph (1) shall be guilty of an offence and shall be liable on conviction to a fine of five thousand dollars.

Explanatory Note.
(This Mote is not part of the regulations, but is intended
to indicate their general purport).
These regulations are new and restrict the use of any proces, which cleans, smoothes, rougheus or removes part of the surface of any substance or thing by the use as an abrasive of a jet of material which contains free silica and which is propelled by a blast of compressed air, steam or water, or by a wheel.
Such a process may only be lawfully used in accordance with the terros of a certificate issued by the Commissioner of Labour or any officer authorized in writing by hima,
A fine of up to five thousand dollars may be imposed on any person who commits an offence against the regulations.
