16. The provisions of regulation 10 shall apply mutatis mutandis to proceedings under this Part against a defaulter.

PART III.

GENERAL.

17. At the conclusion of any proceedings under these regula- tions, the disciplinary tribunal hearing the case shall forward to the Director the record of the proceedings and in the case of a plea of guilty, the charge, the plea and any statement in miti- gation.
