48F. (1) Not later than forty-eight hours after the master or the engineer of any vessel is engaged or discharged, the owner of the vessel shall register the engagement or discharge with the Director, on a form to be obtained from the Marine Department, and shall pay the prescribed fee (if any) for the registra- Lion thereof under regulation 4BD.
(2) The owner of any vessel who contravenes this regulation shall be guilty of an offence and shall be liable on conviction to a fine of two thousand dollars.".
The First Schedule to the principal regulations is amended in Form I-
(a) by deleting “To ply anywhere within the waters of Hong
Kong." from below the heading "LICENCE":
(8) by inserting the following conditions after condition 8— **9. This vessel shall not be loaded so as to submerge the permitted freeboard line.
10. This vessel may be used and operated only within the following area(s) of the waters of the Colony-
Seuraa kanapurna erkak." and
(c) by inserting the following below "(Page 3)"-

(B) Freeboard for lighters of intermediate lengths shall be
obtained by interpolation.
() Minimum height of batch doamnings shall be twelve inches and where less than twenty-four inches the above freeboards sball be increased by one half inch for each inch that the coaming is below twenty-four inches in height.
(c) Where the lighter is not fitted with satisfactory watertight closing appliances the above freeboards shall be increased by six inches, in addition to any requirement which may be imposed under paragraph (c).
(e) Lighters of special type and usage shall be given special consideradon but in no case shall the minimum freeboards assigned be less than those indicated in paragraph (2)
Freeboard Marks.
(a) Marking.
On receiving particulars of the assigned freeboard the owner of the lighter shall cause to be marked on each side of the vessel. to the satisfaction of the Director, the appropriate mark In accordance with this Schedule.
(5) Method of Marking.
The lines described in paragraph (c) of this paragraph shall be marked in such a manner as to make them plainly visible. They shall be painted in white or yellow on a dark background or in black on « light backaround and shall be carefully cut in or centre punched.
(c) Marks.
