(3) Before a motor vehicle is licensed, the Com- missioner may require the registered owner thereof to produce the motor vehicle for inspection or weighing at any place within the Colony.

(4) A motor vehicle shall not be licensed within any class of vehicle other than the class of vehicle within which it is registered.

(5) On receipt of an application under paragraph (2), the Commissioner, if he is satisfied with the partic- ulars contained in the application, shall, subject to paragraph (7) and regulation 27, license the motor vehicle for such period as is stipulated in the applica- tion, calculated from the first day of the month is which the application is delivered to him:

Provided that the Commissioner may refuse to license a motor vehicle for a period of four months.

(6) On the licensing of a motor vehicle the Com- missioner shall return to the registered owner his registration book marked with the payment of the licence fee and a vehicle licence in such form as he may determine.

(7) On receipt of an application under paragraph (2) in respect of a motor vehicle which is licensed under this regulation, the Commissioner may, at any time during the period of four months immediately preceding the date of expiry of the licence, license the motor vehicle for the further period stipulated in such application and such licence shall take effect from the date of expiry of the existing licence.

(8) Where, after the expiry of the licence issued in respect of a motor vehicle, the Comunissioner receives an application under paragraph (2) to license the motor vehicle, he may license the motor vehicle for the further period stipulated in such application and such licence shall take effect from the first day of the month in which he receives the application.

(9) Where the Commissioner licenses a motor vehicle pursuant to paragraph (8), the fee payable to the Commissioner for the issue of the licence shall be the appropriate prescribed fee and an additional fee of ten per centum of the appropriate prescribed fee for each month since the previous licence expired:

Provided that the additional fee shall not be pay able if the Commissioner is satisfied that the motor vehicle has not been used on a road during the period

when it was not licensed, and in such a case the licence shall take effect from the first day of the month during which the Commissioner receives the application.

(10) For the purpose of this regulation "registered owner" includes any person authorized in writing by the registered owner of a motor vehicle to do anything in order to comply with the provisions of this regula- tion.

20. (1) Notwithstanding regulation 19, a motor vehicle may be used on a road in Lantau only, if the vehicle is licensed under this regulation.

(2) Any person who wishes to have licensed for use only in Lantau a motor vehicle of which he is the registered owner may deliver to the Commissioner an application in such form as may be determined by the Commissioner and the registration book in respect of the vehicle and shall pay to the Commissioner one quarter of the fee payable under regulation 19 for the licensing of a motor vehicle.

(3) Where the Commissioner issues a licence for which application was made under paragraph (1), he shall cause the licence to be endorsed with the words "PERMITTED TO BE USED ONLY IN LANTAU" and the characters “BÆÆÆMUUR" in such manner as he shall think fit and shall cause such endorsement to be made on the registration book of the motor vehicle if he thinks û.

(4) Subject to the provisions of this regulation. the provisions of regulation 19 shall apply in respect of the licensing of motor vehicles for use in Laniau.”.

4. Regulation 23 of the principal regulations is revoked and replaced by the following regulation-

"Cylinder capacity.

23. (1) For the purpose of these regulations, the cylinder capacity of any motor vehicle deriving its motive power wholly from an internal combustion engine worked by a cylinder or cylinders or by a rotary pistons shall be-

(a) in the case of a single-cylinder engine, the cylinder capacity attributable to the cylinder of the engine:

(b) in the case of an engine having two or more cylinders, the sum of the cylinder capacities attributable to the separate cylinders:
