(d) ordering inspection of any premises; and

(e) entering upon and viewing any premises.

(5) No appeal shall lie from any award or decision

of a judge under this section.".

Section 4 of the principal Ordinance is amended-

(a) in paragraph (a), by the insertion, after "signified in writing

by the Govemor", of the following-

"or by any officer authorized by the Governor in writing in that behalf"; and

(b) by the deletion of paragraph (6) and the substitution therefor

of the following-

"(b) such covenants and provisos with regard to the con-

struction and use of any works to be made and done upon the said land and as to the time within which such works shall be commenced and completed as may be approved-

(0) by the Governor in Council in the case of each lease declared by the Governor in Council under subsection (3) of section 3B to be expedient to be granted; and

(ii) by the Governor in the case of each lease declared by the Governor under section 3C to be expedient to be granted; and”,

An Ordinance to regulate the recruitment of seamen for service in foreign-going ships, to make provision in respect of allotments and remittances made by seamen supplied for service in foreign-going ships by companies licensed thereunder and in respect of the pay- ment of advances of wages to seamen supplied for such service by any such company, and to provide for matters ancillary to or connected with the purposes aforesaid.

Be it enacted by the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof, as follows-
