that the powers referred to in paragraphs (1) and (2) of this Resolution may be further delegated by the Governor to the offiders named in the 4th column of the Schedule opposite each respective sub-paragraph in the 3rd column of the Schedule, subject to such conditions, exceptions and qualifications as the Governor may presuribe;

that the Resolution made and passed by this Council on the 18th day of April, 1962 be roacinded,
