Regulation 5 revokes regulation 2 of the principal regulations which is considered superfluous,
5. Regulation 6 removes the restriction contained in regulation 3 of the principal regulations upon the entry by shipping to the area covered by the radia direction finding range situated to the south of Green Island,

Regulation, 7 and 32 delete the First Appendix to the principai regula- tions which requires certain information relating to ships arriving in Hong Kong to be submitted to the Director of Marine in statutory form and also the require ment that every vessel upon first arrival must obtain a copy of the Hong Kong Port Regulations.
7. Regulation & extends regulation 5 of the principal regulations which deals with moorings and anchorages to prohibit vessels of over three hundred feet in length anchoring in Yau Ma Tại Anchorage and generally to enable the Director of Marine to prohibit anchoring, berthing, mooting, lying or loitering at places where notice to that effect is posted by his order, and to enable him to control the anchoring or mooring of ships which are unable to move under their own power within a period of twenty-four hours, referred to in the regulations as "dead ships".

Regulation 9 amends regulation 6 of the principal regulations--
(a) by omitting reference to amount of fees consequent upon the enactment of the Merchant Shipping (Fees) Regulations 1965, to which provisions. relating to all merchant shipping fees have been transferred; and
(6) la exempt from payment of fees vessels not excceding three hundred tons instead of sixty kans consequent upon the introduction of the amended definition of "lunch" contained in the Merchant Shipping (Amendment) Ordinance 1965.

Regulations 10 and 37 revoke and replace the existing provisions relating to identification of vessels while in the waters of the Colony and in additipa provide for the dying of berthing signals by vessels proceeding to certain berths.
10. Regulations 1 and 28 amend the provisions contained in regulations & and 30 respectively of the principal regulations relating to speed limits in the ports of the Colony,
11. Regulation 12(a), (b) and (c) simplifies the provisions of regulation 9 of the principal regulations relating to the right of way of vessels using the principal fairways of the Harbour över other vessels.
Regulations 12(d), 19 and 32 amend references in the principal regulations to the "naval dockyard at Hong Kong" and the "Naval Dockyard Basin" to refet
to the “Violaris, ́Naval Basin" consequent upon à change in name.
12. Regulation 13 amends regulation 19 of the principal regulations by the insertion of a power in the Director to control the times of arrivals and sailing! of vessels for the purpose of the better control of traffic in the waters of the Colony.

13. Regulation 15 amends regulation 12 of the principal regulations u make that regulation apply to vessels not exceeding three hundred tons incal of sixty toos consequent upon the enactment of the Merchant Shipping (Amend ment) Ordinance 1965.
14. Regulation 16 simplifies the provisions of regulation 13 of the principal regulations relating to the use of Government buoys and moorings.
15. Regulation 17 amends regulation 14 of the principal regulations to make it an offence for the owner of a private mooring to fail to comply with 107 direction given by the Director of Marine for the proper repair and mainten in safe condition of the mooring.
16. Regulation 18 revokes and replaces in simplified form regulation 15 of the principal regulations which requires that ships shall at all times when the Colony's waters have on board a sufficient Crew to ensure their safety in all reasonable circumstances.

17. Regulation 19 revokes and replaces in simplified form the provisions of regulation 17 of the principal regulations which provides for the proper lighting for navigational purposes of piers and similar obstructions.
18. Regulations 21 and 30 amend regulations 19 and 32 of the principal regulations respectively, which deal with the use by vessels of public piers, to restrict the unloading of cargo, other than passengers' luggage, across such piers and to prevent vessels exceeding one hundred and fifteen feet in length from borthing alongside them.
19. Regulations 22, 23, 24 and 25 amend certain of the provisions coutaiued în regulations 20, 23 and 27 of the principal regulations, which relate le dangerous goody, consequent upon the inclusion of similar provisions in the Dangerous Goods (Shipping) Regulations 1964.
20. Regulation 26 arenda regulation 28 of the principal regulations by the addition of a reference of prescribed fees.
21. Reguladou 29 revokes and replaces regulation 31 of the principal regula- tions modified to omit reference to the amount of light dues payable by ships entering the waters of the Colony consequent upon the enactment of the Merchant Shipping (Fees) Regulations 1965.
22. Regulation 31 revokes and replaces regulation 34 of the principal regula- tions, which deals with offence and penaltics," as to form but without altering the existing penalties.
23. Regulation 33 cancels and replaces the Second Appendix to the prin cipal regulations to give effect to the revised principal fairways of Victoria Harbour.
24. Regulation 35 adds to the Fourth Appendix, which specifies special anchorages, three new such anchorages.
25. Regulation 36 amends the Sixth Appendix to the principal regulations clating to the boundaries of Victoria Harbour to bring if into line with the boundaries presently specified for that harbour in section 3 of the Interpretation Ordinance, and also to make the following changes in the list of smaller poris, namely, Stanley Port is abolished and two ports, Stanley (East) and Stanley (We are substituted, Deep Bay as a port is abolished and a specified area in Deep Bay substituted under the name of lau Fau Shan, and the following additional places are listed as new ports, namely, Castle Peak, Silverios Bay, Tui Tam Harbour, Tap Mun, Sha Tau Kok and Kat 0.
