Any person who, immediately before the commencement of this Order, was detained as a leper in the Hay Ling Chau Leper Settlement under section 6 of the Lepers Ordinance, shall be deemed to be a sick person who has been removed by a health officer to the Hei Ling Chau Isolation Area under regulation 10 of the Regulations.

Explanatory Note.

(This Note is not part of the Order, but is intended to indicate its general purpart).

This Order and the Prevention of the Spread of Infectious Diseases (Declara- tion of Leprosy) Notification 1965 are complementary to the Lepers (Repeal) Ordinance 1965. h provides that Hei Ling Chen, which has been a leper Bettlement under the Lepots Ordinance, shall become an isolation area under the Prevention of Spread of Infectious Diseases Regulations 1955. The Police Post is excluded, and official visitors such as Justices of the Peace and certain polica officers and other public servants may visit the island. But otherwise paragraph 3 prohibits movement into or out of the island without permission. Paragraph 4 makes provision for the appointment and duties of official visitors and h based on section 5 of the Mental Health Ordinance 1950.

BY HIS EXCELLENCY SIR DAVID CLIVE CROSBIE TRENCH, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, upon whom has been conferred the Decoration of the Military Cross, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same.

WHEREAS by section of the Lepers (Repeal) Ordinance 1965 (No. 14 of 1965), it is provided that the said Ordinance shall come into operation on a day to be appointed by the Governor by Proclamation in the Gazette:

NOW. THEREFORE, I DAVID CLIVE CROSBIE TRENCH, do hereby PROCLAIM that the said Ordinance shall come into operation on the 1st day of June, 1965,

GIVEN under my hand and the Public Seal of the Colony of Hong Kong this 29th day of April, 1965.
