Explanatory Note,
(This Note is not part of the regulations but is intended to indicate their general purport).
Illegal immigration at the present rate presents a very serious thre to the Colony's continued well-being. Two essential participants in the organiza tions that are responsible for smuggling illegal immigrants into Hong Kong are the masters of the junks in which the immigrants are transported and those who assist the immigrants to find their destinations immediately on their arrival. It is considered that in the circumstances the only effective deterrent will be the imposition in appropriate cases of substantial prison sentences.
2. The object of regulations 2 and 3 of these regulations is to increas from two to three years the maximum term of imprisonment that may be imposed upon the master, owner or charterer of a vessel in which illegal immigraula am Transported to the Colony.
3. The effect of regulation 4 is to increase from twelve months to thre years the maximum term of imprisonment that may be imposed upon person aiding, abetting, counselling or procuring the commissing of an offence again section 4(1) of the Immigration (Control and Offeness) Ordinance, 1958. that a to say, entering or remaining in the Colony unlawfully.

BRITISH NATIONALITY (MISCELLANEOUS PROVISIONS) ORDINANCE
(AMENDMENT OF SCHEDULE) Order, 1962.
lo exercise of the powers conferred by section 5 of the British Nationality (Miscellaneous Provisions) Ordinance, the Governor in Council has made the following Order-
1. This Order may be cited as the British Nationality (Miscel- Citation. |laneous Provisions) Ordinance (Amendment of Schedule) Order. 1962.
2. The Schedule to the British Nationality (Miscellaneous Deletion and
substitution Provisions) Ordinance is deleted and substituted by the following new
of Schedule. Schedule-
