(4) Any person who drives or moves or causes o permits to be driven or moved on a road any vehicle which is the subject of a permit issued in accordance with the provisions of this regulation in contravention of any com dition to which the permit is subject, shall be guilty of un offence and on summary conviction shall be liable to a fine of one thousand dollars.".
