(e) it is desirable to remove such doubt and to enable provisions as lo penalties, other than those contained in section 17 of the Ordinance, to be inserted in regulations made under section 11: NOW, THEREFORE, BE it enacted by the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof, as follows-

1. This Ordinance may be cited as the Dangerous Drugs (Amend- ment and Validation of Regulations) Ordinance, 1961.

2. Section 11 of the Dangerous Drugs Ordinance is amended by of section 11. the addition after subsection (3) of the following new subsection- (Cap. 134).

Validation of regulations. (Vol. X, P. 3)

"(4) Regulations made under this section may provide that any contravention of any of the provisions of such regulations shall be an offence and may prescribe penalties therefor not exceed- ing a fine of one hundred thousand dollars and imprisonment for life."".

3. For avoidance of doubt, it is bereby declared that all those provisions contained in the Dangerous Drugs Regulations which relate to the imposition of penalties shall have, and shall be deemed with effect from the date of their enactment to have had, the same force and effect as if they had been made under the provisions of section 11 of the Dangerous Drugs Ordinance as amended by section 2 of this Ordinance.

This printed impression has been carefully compared by me with the Bill which passed the Legislative Council on the 16th day of August, 1961, and is found by me to be a true and correctly printed copy of the said Bill.

Be it enacted by the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof, as follows-

1. This Ordinance may be cited as the Buildings (Amendment) Short title. Ordinance, 1961.

2. Section 12 of the Buildings Ordinance, 1955 (hereinafter Repeal nad referred to as the principal Ordinance) is repealed and replaced by the following- "Occupation of new building.

12. (1) No new building shall be occupied in any way except by not more than two caretakers unless-

(a) in respect of such building the Building Authority bas issued an occupation permit in the prescribed form: or
