5.

(2) Every decision of the censor made in pursuan of this regulation shall be communicated in writing to the person applying for the censorship.

(3) If any person considers himself aggrieved by any decision of the censor made in pursuance of this regulation, he may apply to the censor in writing for a statement of the grounds upon which such decision was based and the censor shall, within four days after receipt of such applica- Lion, furnish such person with a concise stalement lo writing of such grounds.",

Regulation 7 of the principal regulations is amended in paragraph (1) by the deletion of the words "with a film shewn or to be shewn for censorship" and the substitution therefor of the following-

"with a film submitted or to be submitted for censorship”.

6. Regulation 10 of the principal regulations is amended in paragraph (5) by the deletion of the word "shown" and the substitution therefor of the following-

"submitted".

7. Regulation 13 of the principal regulations is amended in paragraph (1)–

(a) by the deletion of the full stop at the end thereof and de

substitution therefor of a colon; and

(6) by the addition of the following proviso-

"Provided that if the secretary to the panel of censors is satisfied that any film submitted for censorship-

(a) will only be exhibited free of charge he may, in his discretion, direct that such fees shall be remitted; or

(b) will be exhibited only once for payment he may, ia his discretion, direct that nine-tenths of such fees shall be remitted.",

8. The Schedule to the principal regulations is amended in

of Schedule, item 2, under the heading "Matter", by the insertion after the figure "16"

of the following-

(This Note is not part of the regulations, but is intended ro indicate their general purport),

These regulations amend the Film Censorship Regulations, 1953, in the following particulars—

(a) by removing, where appropriate, the positive requirement that a film must be shewn in the course of censoring, because it sometimes is the case that there is no need for a film to be shown at all for that purpose; (B) by amending regulation 5 to require that the censor shall communicate in writing to a person applying for censorship his decision thereon; and (e) by amending regulation 13 to enable the secretary to the panel of cenzor, in his discretion, to remit fees in cases where he is salisted that the film will be shewn free of charge or not more than once only for payment.

1 The purpose of empowering the secretary to the panel of censors to rendt fees in the cases mentioned above is to enable the exaction of fees to be modified where films are censored for exhibition otherwise than for commercial purposes.
