WHEREAS those pieces or parcels of land situated in the Colony Preamble. and known as the Chinese Recreation Ground, Hong Kong and the Public Square, Yau Ma Tei (hereinafter referred to as the said lands). and the structures erected thereon have, for many years, been occupied, under leases granted by the Secretary for Chinese Affairs on behalf of the Crown, largely by traders and hawkers:
AND WHEREAS the said lands were specified, in the Schedule to the Pleasure Grounds and Bathing Places Ordinance, Chapter 173, as recrea- tion grounds, and the management thereof and matters connected there- with provided for by regulations under the said Ordinance:
