"(2) This Ordinance shall apply to the New Territories (other than New Kowloon) in the manner provided by the Buildings Ordinance. 1955. (Application to New Territories) Ordinance, 1960,"

WHEREAS those pieces or parcels of land situated in the Colony Preamble. and known as the Chinese Recreation Ground, Hong Kong and the Public Square, Yau Ma Tei (hereinafter referred to as the said lands). and the structures erected thereon have, for many years, been occupied, under leases granted by the Secretary for Chinese Affairs on behalf of the Crown, largely by traders and hawkers:
