(2) Any instrument purporting to be an instrument duly executed under the common seal shall be received in evidence and shall, unless the contrary is proved, be deemed to be an instrument so executed.
8. Any contract or instrument which, if entered into or executed by a person not being a body corporate would not be required to be under seal, may be entered into or executed by any person generally or specially authorized by the Committee for that purpose.
9, The Committee may, for the purpose of carrying out its functions-
(a) acquire, take on lease, purchase, hold and enjoy any property. |
and sell, let or otherwise dispose of the same;
(b) enter into any contract;
(c) delegate to the chairman such of its powers and duties as it may deem expedient for the efficient conduct and discharge of its functions :
Provided that no delegation made hereunder shall preclude the Committee from exercising or performing at any time any of the powers or duties so delegated;
(d) invest any surplus funds in such securities as may be approved by the Financial Secretary, and realize the same al such times as it considers necessary; and
(e) do all such things as are calculated to facilitate, or as are incidental or conducive to, the discharge of its functions.
10. The Committee may regulate its proceedings in such manns as it may think fit, but, in the event of any dispute in relation to any matter, the same shall be decided by the vote of the majority of the members of the Committee, and, where on any matter the votes of the members of the Committes are equally divided, the chairman shall havej a second or casting vote.
11. (1) The Committee may prescribe the hours during which on each day the Chinese Recreation Ground shall be open to the Public, and way, at any time and from time to time, temporarily close to the public the whole or any part thereof,
(2) The Committee shall cause a notice specifying the hours during which on each day the Chinese Recreation Ground is open to the public to close same to be posted in a conspicuous position at the entrance thereto and when
under the provisions of subsection (1), the Chinese Recreation Ground or any part thereof has been temporarily closed to the public, shall cause a notice specifying the area which has been closed and the period of closure to be so posted.
(3) Save with the permission of the chairman, no person shall enter or be in the Chinese Recreation Ground or any part thereof save at a time when the same is open to the public.

(2) Where the Committee permits the erection of any structure. Committee. the Committee may impose such conditions with respect thereto, includ- ing conditions as to the payment of fees, as it thinks fit,
14. Any person who-
(a)
contravenes the provisions of subsection (3) of section 11, sec- tion 12 or subsection (1) of section 13; or
(b) contravenes any condition imposed under the provisions of
subsection (2) of section 13,
shall be guilty of an offence and shall be liable on summary conviction lo a fine of five hundred dollars and to imprisonment for three months.

15. 16. 17.
