such a manner as to enable vehicles to pass the obstruction or excavation in either direction without risk of accident and without unnecessary delay.
(2) In the case of an obstruction or of an excavation by reason of which a part of the road available for the passage of vehicles is less than eighteen feet in width for a distance exceeding one hundred feet, the approved traffic signals shall conform with the provisions of the First Part of the Third Schedule and, in any other case, the approved traffic signals shall conform with the provisions of the First Part of the Third Schedule during the hours of darkness and with the provisions of either the First Part or the Second Part of the Third Schedule at all other times.
(3) The significance of the display of approved traffic signals shall be as set forth in the Fourth Schedule.
10. A person who has charge of an approved lamp or a lamp be lighted. illuminating a traffic sign shall keep such lamp properly lighted, trimmed and in order during such period as such lamp is required to be lighted in accordance with the provisions of these regula- tions.

11. Where an obstruction or excavation is made in any road, the person responsible shall ensure that such obstruction or excavation is made or maintained-
(z) in accordance with the conditions prescribed in any permit to make or maintain such obstruction or excavation;
(b) in such a manner as to cause no greater interference with the passage over such road to any person or vehicle than is necessary; and
(c) in such a manner that no earth, sand, stone or other material removed from the excavation or any other thing obstructs the passage of any person or vehicle over a greater part of the road than is necessary.

12. Any person who contravenes any provisions of regulation Offences. 3. 4. 6, 8, 9, 10 or 11 or is a person by whose order or under whose direction an obstruction or excavation is made or is main- tained otherwise than in accordance with the provisions of these regulations shall be guilty of an offence and on summary convic- tion shall be liable in respect of a first conviction to a fine of five hundred dollars and in respect of a second or subsequent convic- tion within three years of the last previous conviction, to a fine of five hundred dollars and to imprisonment for six months.
13. Nothing in these regulations shall exempt any person Saving. from any liability for causing any obstruction or making any excavation or free such person from any obligation imposed upon him to obtain any permit or consent which may be necessary before making any obstruction or excavation or from any obliga- tion to fence otherwise render safe any obstruction or excavation.
FIRST SCHEDULE.

1. Electric lamp-An electric lamp of not less than fifteen watts, the colour of which is achieved by means either of red glass or of internal spraying of the bulb, but not by the external application of any red paint, dye or other substance.
2. Paraffin lamp-A paraffin lamp of wind-proof construction fabri- cated from sheet metal of not less than 22 S.W.G. thick with four vertical sides and Atted on at least three of the sides with lenses the colour of which is achieved by means of red glass and not by the external applica- tion of any red paint, dye or other substance, each lena to be not less than 21 inches in diameter, with a wick of not less than 3/8 inch wide and showing during the bours of darkness a light visible from a distance of not less than 60 yards.
