premises and used on a road only in passing from one part of the works or premises to another or to works or premises in the immediate neighbourhood;
(b) any mobile crane.
(4) Every wheel of a vehicle shall be truly circular accurately centred on its axle and fitted to work thereon without oscillation or side play.
17. Every motor vehicle which exceeds eight cwt. in weight unladen, shall be capable of being so worked that it may be driven either forwards or backwards.
18. Every motor vehicle shall be so designed and constructed that the driver-
(a) has adequate room and can easily reach and quickly
operate the controls;
(b) while controlling the vehicle can at all times have a full
view of the road and traffic ahead of the motor vehicle.
19. The driver's seat of every vehicle shall be so placed as to permit him to give by hand the usual traffic signals on the right or off side of the vehicle:
Provided that the Commissioner by permit in writing. subject to such terms and conditions and for such period as appears to him fit, may authorize the use of a motor vehicle which does not comply with this regulation.
20. Every motor vehicle, other than a road roller and a motor cycle, shall be equipped with a reflecting mirror, so constructed and fitted to the motor vehicle and so maintained as to enable the driver of such motor vehicle to be or become aware of the presence in the rear thereof of any other vehicle, the driver of which is desirous of passing such motor vehicle:
Provided that this regulation shall not apply to a motor vehicle when drawing a trailer if a person is carried on the trailer in a position which affords an uninterrupted view to the rear and such person is provided with efficient means of communicating to the driver the effect of signals given by the drivers of other vehicles in the rear thereof,

22. An efficient automatic windscreen wiper shall be fitted to Windscreen every motor vehicle which is so constructed that the driver cannot, wiper. by opening the windscreen or otherwise, obtain an adequate view to the front of the vehicle without looking through the windscreen.

23. Every motor vehicle shall be fitted with an instrument Warning capable of giving audible and sufficient warning of its approach ments. or position:
Provided that no such instrument shall consist of-
(a) a gong or bell, except in the case of a motor vehicle used solely for fire brigade, ambulance or police purposes;
or
(b) a siren except in the case of a vehicle used solely for
fire brigade or police purposes;
(c) a multi-toned horn giving a succession of different
notes}
(d) a sound producing device giving an unduly harsh, shrill, loud or alarming noise, except in the case of a vehicle used solely for fire brigade or police purposes.
24. (1) Every motor vehicle other than a motor cycle or an Direction Invalid carriage shall be fitted with a direction indicator on either indicators. side of such vehicle and as regards such indicator shall comply with the provisions of the Schedule to these regulations-
(a) if it is a vehicle fitted with electric lighting equipment, with either the provisions of l'art I of the said Schedule or the provisions of Part II of the said Schedule; or (b) if it is a vehicle not fitted with electric lighting equipment,
with the provisions of Part III of the said Schedule.
(2) Every omnibus and every goods vehicle shall be fitted with a direction indicator on either side of the vehicle at or within one foot of the rear of the vehicle in addition to the direction indicators required by paragraph (1) and as regards each such additional direction indicator shall comply with the provisions of the Schedule in a like manner.
