Explanatory Note.

1. The amendments to the Dutiable Commodities Regulations (the principal regulations) contained in those regulations are consequent upon amendments to the Dutiable Commodities Ordinance, Chapter 103, revising and simplifying the system of liquor licensing in the Calany,
2. Regulation 2 adds a definition of "bar" to regulation 1 of the principal regulations.
3. Regulation 20(1) of the principal regulations deals with applica- Jons for licences in general. The effect of regulations 3 and 4 is to Introduce a new regulation 204 dealing separately with applications for liquor licences.
4. The distinction between a publican's, restaurant adjunct, hotel- keeper's, Chinese restaurant and Chinese marine restaurant licence has been removed from the Dutiable Commodities Ordinones in favour of a single liquor licence. All references to these various types of licences and the forms and fees therefor are deleted from the First and Second Schedules to the principal regulations by regulations 5 and 6.
5. Regulation 5 includes in the First Schedule to the principal regulations new forms for an application for a liquor licence, a liquor licence, a club liquor licence and a temporary liquor licence.
6. Regulation Includes in the Second Schedule to the principal regulations a scale of fees payable for liquor licences and elab liquor licences and for the transfer of such licences. The amount of the fee payable for a liquor licence will depend on the location of the premises and whether or not a bar is permitted under the licence. The fee for a temporary liquor licence is increased from twenty dollars to fifty dollars per diem.
