Explanatory Note.
(This Note is mal part of the regulations, but is intended
to indicate their general purport).
The Public Health (Animals and Birds) Ordinance, Chapter 130, hia recently been amended to transfer responsibility for animal diseases from the Urban Council to the Department of Agriculture, Fisherles and Forestry. Under that amendment by-lawa made by the Urban Council have effect as regulations made by the Governor in Council and may be amended by such regulations. These regulations convert the Public Health (Animals and Birds) By-laws into regulations and make further amend- menta therein, consequent upon the transfer of responsibility from the Urban Council.

Under by-law 21 the Senior Veterinary Officer may direct the disposal of carcases of animals and birds dying or slaughtered on account of disease. This regulation Is amended to enable him to direct the disposal of all carcases which in his opinion may spread discase, whether or not the animal or bird in question died or was slaughtered on account of disease, and to delegate his power of disposal.
