'ordinary election" means an election held to fill vacancies caused by elected members ceasing to hold office in accordance with subsection (2) of section 4 and to fill any additional vacancies in accordance with the proviso to paragraph (b) of subsection (1) of section 41′′.
Section 3 of the principal Ordinance is amended by the deletion of paragraph (b) and the substitution therefor of the following

*(b) ordinary members-
(i) eight elected members;
(i) not more than eight appointed members.".
Section 4 of the principal Ordinance is repealed and replaced by the following section-
"Election
and tenure of office of elected members.
4. (1) The clected members shall be elected in manner provided by this Ordinance and subject to the provisions of subsection (5) shall hold office
(a) in the case of a member elected at an ordinary election for four years from the 1st day of April next following the notification in the Gasette of his election;
(b) in the case of a member elected at an extra- ordinary election or in accordance with the proviso to this paragraph from the date of the notification in the Gazette of his election until the date when the elected member whom he succeeded would otherwise have ceased to hold office:
Provided that if an elected member ceases for any reason whatsoever to be an elected member in accordance with section 14 at any time between the 1st day of January and the 28th day of February in any year in which any elected member will cease to hold office on the expiry of his term of office in accord- ance with the provisions of subsection (2), the vacancy caused thereby shall be filled at the ordinary election held in the month of March of that year or by an extraordinary election
held in lieu of such ordinary election if such ordinary election has been countermanded whether such elected member would otherwise have retired on the 31st day of March in that year or not, and in any case such vacancy shall remain unfilled until it shall have been filled by such ordinary election or extra- ordinary election,
(2) On the expiry of his term of office an elected member shall cease to hold office and shall be replaced by a newly elected member who shall come into office on such expiry.
(3) The members of the Council who were elected in 1954 shall continue în office until 31st March, 1956, when they shall cease to hold office and shall be replaced by the two persons elected at the ordinary election to be held in March, 1956.
(4) The members of the Council who were elected in 1955 shall continue in office until 31st March, 1957. and they shall cease to hold office and shall be replaced by the two persons elected at the ordinary election to be held in March, 1957-
(5) An ordinary election shall be held in March, 1956, for the election of six members, four to bukl office until 31st March, 1959, and two to hold office until 31st March, 1957+
Provided that-
(i) at such election or at any extraordinary elec- tion held in substitution therefor the four candidates who obtain the greatest number of votes in their favour shall be thereby elected to hold office until the 31st day of March, 1959, and the two candidates who obtain the next greatest number of votes in their favour shall be thereby elected to hold office until the 31st day of March, 19573 (ii) at any extraordinary election to fill any vacancies remaining after the ordinary elec- tion or extraordinary election mentioned in paragraph (1) of this proviso owing to an
