insufficiency of candidates being validly nomi- nated, such remaining vacancies shall be filled, in the same order as is therein pre- scribed.
(6) Nothing in subsection (2), (3) or (4) of this section shall be construed to prevent any member of the Council from being nominated for election or being elected.".

Section of the principal Ordinance is repealed and replaced by the following section-
"Appoint- ment and temure of office of appointed members.
5. (1) An appointed member shall be appointed by the Governor by a notification in the Gazette.
(z) Subject to the provisions of subsections (5) and (6), each appointed member shall hold office for four years from the 1st day of April next following the notification in the Gasette of his appointment or reappointment:
Provided that if notification of a vacancy for an appointed member is published in accordance with section 14 the Governor may appoint a member who shall hold office from the date of the Gazette in which the notification of his appointment is published until the date when the appointed member whom he suc- ceeded would otherwise have ceased to hold office.

(3) The members of the Council who appointed in 1954 shall continue in office until gist March, 1956, when they shall cease to hold office.
(4) The members of the Council who were appointed in 1955 shall continue in office until 31st March, 1957, when they shall cease to hold office.
(5) In the month of March, 1956, the Governor may appoint four members to hold office until gist March, 1960, and one member to hold office until 31st March, 1958.
(6) In the month of March, 1957, the Governor may appoint three members to hold office until 31st March, 1958.

(7) Nothing in subsections (3) and (4) of this section shall be construed to prevent any of the present members of the Council referred to in those subsec- tions from being reappointed.".
Section 18 of the principal Ordinance is amended by the deletion of subsection (1) and the substitution therefor of the following-
"(1) On or before the 1st day of July, 1956, and an or before the 1st day of July in each alternate year thereafter the Governor shall appoint a registration officer to prepare and revise the register of electors :

Provided that if no appointment is made the person who previously performed the duties of registration officer shall continue to perform such duties until such appointment shall have been made.".
7.
Amend- trent of pection 18.
Section 19 of the principal Ordinance is repeated and Repeal replaced by the following section--
"Duties of registra- tion officer.

19. (1) It shall be the duty of the registration 19. officer-
(u) to compile a provisional register on or before the 1st day of September, 1956, and on or before the 1st day of September în each alternate year thereafter; and
(b) to compile and publish a final register on or before the 1st day of February, 1957, and on or before the tst day of February in each alternate year thereafter,
(2) A final register shall come into force on the 15th day of February of the year in which it is published and shall remain in force until the 14th day of February of the second year following:
Provided that if for any reason whatsoever a final register is not published on or before any 1st day of February in any year in which a final register is to be published in accordance with the provisions of this section the register in force at that time shell continue in force until 15 days after the date of publication of such final register.".
