Explanatory Note.

(This Note is not part of the regulations, but is intended

to indicate their general purport)

Regulation 2 amends regulation 10 of the Waterworks Regula- tions (hereinafter referred to as the principal regulations) by the addition of a new paragraph (JA) and by the substitution of a new paragraph (4) for the present one. The object of the amendment is to ensure that inferior steel and copper pipes and copper fittings are not used in any part of an inside service or fire service.

2. Regulation 3 deletes paragraph (7) of regulation 11 of the prin cipal regulations and replaces it with a new paragraph which prohibite, except with the written permission of the water authority, any draw of point connected to an inside service to remain installed or to be installed in any garden or sporta area etc., the extensión or construction of any part of an inside service to include such points, and the connexion of rubber or other type flexible hose to an inside service. The amendment is considered necessary in view of the difficulties experienced in maintaining an adequate supply of water from the waterworka during the dry season.

3. For the avoidance of doubt, regulation 4 adds a new regulation 178 to the principal regulations to make it quite clear that the supply from the Kowloon Tong Reservoir is primarily for fushing purposes. A fee for the supply of unfiltered water from this Reservoir will now be set out in Appendix I. (See regulation 5).

4. Opportunity has also been taken to re-define the terms contained in Appendix I under the heading "Price of Water" and to clarify some of the charges under the heading "Fees". (See regulation 5).
