(2) No fee, stamp and other payment shall be charged in respect of the declaration.
36. If a person, representing himself to be a particular elector named on the register, applies for a ballot paper after another person has voted as such elector, the applicant shall, upon satis- factorily answering the questions set out in regulation 29 he entitled to mark a ballot paper in the same manner as any other elector, but the ballot paper (in these regulations called a tendered ballot paper) shall be of a colour differing from the other hallot papers, and instead of being put into the ballot box shall be given to the presiding officer and endorsed by him with the name of the elector and his number in the register of electors, and set aside in a separate packet, and shall not be counted by the return- ing officer except in the event of an equality of votes being cast; and the name of the elector and his number on the register together with the distinctive letter of the polling station shall be entered on a list (in these regulations called the tendered votes list),
37. An elector who has inadvertently dealt with his ballot paper in such a manner that it cannot be conveniently used as a ballot paper may, on delivering it to the presiding officer or an assistant presiding officer and proving the fact of the inadvertence to the satisfaction of such officer, obtain another ballot paper in the place of the ballot paper so delivered up (in these regulations called a spoilt ballot paper), and the spoilt ballot paper shall be immediately cancelled.
38. (1) Where the taking of the poll is interrupted or obstructed by-
(4) any riot or open violence; or
(b) typhoon or other climatic condition,
such as in the opinion of the returning officer or his lawful deputy or the presiding officer in charge of a polling station might interfere substantially with the exercise of the franchise by electors, such officer shall adjourn the taking of the poll at the particular place or places at which such interruption or obstruction has happened until the following day and, if necessary, shall further adjourn the taking of such poll until such interruption or obstruc- tion has ceased, and shall then proceed with the taking of the

poll at such place or places, and except as to votes already made at the time of such adjournment, any day whereon the poll has been so adjourned shall not, as to such place or places be reckoned the day of polling at the election.
(2) An officer who adjourns the taking of a poll under the provisions of these regulations shall forthwith inform the return- ing officer.
(3) When the taking of a poll has been adjourned in accord- ance with the provisions of these regulations the returning officer shall not declare the state of the poll or declare any candidate or candidates to have been elected until the poll so adjourned bas been finally closed and the ballot papers and other documents delivered or transmitted to him and the count completed.
Close of Poll.
38. As soon as practicable after the close of the poll, each Duties of presiding officer shall, in the presence of the polling agentsS—
(a) seal with his own seal and the seals of such polling agents as desire to affix their seals each ballot box, in use al his station, in such a manner as to prevent the intro- duction of additional ballot papers, and unopened, but with the key attached;
(b) make up into separate packets sealed with his own seal and the seals of such polting agents as desire to affix their seals--
(1) the unused and spoilt ballot papers, placed together; (ii) the tendered ballot papers;
(iii) the marked copies of the register of electors and the
counterfoils of the ballot papers;
(iv) the tendered votes list, the list of blind electors assisted by companions, the list of votes marked by the presiding officer and the declarations made by the companions,
and shall deliver the ballot box and such packets to the returning officer to be taken charge of by him.
