Provided that the Director may assess the duty on intoxicating liquors, not specified in Part I or II, at the rato prescribed for liquor which in his opilion cost nearly approximates to the liquor an which daty is to be assessed;

Provided also that the Director moy in his discretion aa8039 the duty on ray quantity of liquor of less than two gallons, in- ported at any time in one consignment at $50 per gallon.

In view of the delay in reconstituting Legislative Council as advocated by Unofficial Members at the sitting of Legislativa Council on the 0th of June, 1949, and the consequential postponement of any modification in the constitution of the Urban Council, will Government consider in the interia the holding of elections in accordance with the provisions of section 3 of the Urban Douagil Ordinance and of the Urban Council Election Rules made under seation 4 of the same Ordinance".
