Meanwhile it is necessary to provide for the execution of the "Pool Grounds Scheme" as recommended in the report of the Advisory Committee on Recreation Grounds.
3 In order to start the Pool Scheme His Excellency the Officer Administering the Government has allotted twelve Pleasure Grounds (seven at the Wongneicbong Recreation Ground and five at the King's Park Recreation Ground) to the Director of Education who is the authority responsible for the allocation and general administration of such Pool Grounds. The Table to the Pleasure Grounds (Control and Allocation) Regulations, 1996, has been amended to show the allocation of the above mentioned twelve Pleasure Grounds more particularly.
The cost of administering the Pool Grounds Scheme will be met. in full by Government but it is considered that organizations making use of the Pool Grounds should contribute towards their maintenance. Government being responsible for the balance of such costs. Accordingly the purpose of the new regulation 12 is to empower the Director of Education, as the administering authority, to charge approved fees for the use of Pool Scheme Pleasure Grounds. Opportunity also has been taken to provide for citation of the principal regulations, by the new regulation 13.
