Explanatory Note.

The Amendment of the Emergency (Immediate Rosumption) Regulations, 1962, effected by the above regulations provides by the addition of a new regulation 4 the machinery for the appololment of a person to serve on the Compensation Board in the event of the failure of the owner to nominate such a person within the time specified in the notice.

THE EMERGENCY REGULATIONS ORDINANCE, (Chapter 241).

REGULATIONS BY THE GOVERNOR IN COUNCIL

In exercise of the power conferred by section a of the Emergency Regulations Ordinance the Governor in Council has made the following regulations--

Explanatory Note.

The Arms and Ammunition Ordinance, Chapter 238, containa comprehensive provisions in relation to arms and ammunition and in particular it provides by section 34 that every person who is proved to have had in his possession or under his control anything whatever containing any arms or ammunition shall, until the contrary is proved, be deemed to have been in possession of such arms or ammunition. It is therefore considered more logical and less confusing to empower the Courts to impose the penalty of life imprisonment ander that Ordinance rather than, as has been done by regulation 116, to create a special offence by Emergency Regulations. This is effected by regulation 2 of these regula- tions as a result of which the Supreme Court will have complete discretion to impose life imprisonment or any lesser punishment for contraventions of the Arma and Amrounition Ordinance. Regulation 116 is accordingly rescinded.
