19. The provisions of the First Schedule may from time to time be amended by the Legislative Council by resolution.

20. Sections 9, 10 and 12 shall not come into force until such date or such respective dates as the Governor in Council may by order, to be signified in the Gaselic, specify.

21. (1) Nothing contained in this Ordinance shall be deemed to require the Director to register or to issue a business registration certificate in respect of any business which is unlawful.

(2) The issue of a business registration certificate in respect of any business shall not be deemed to imply that the require- ments of any law in relation to such business or to the persons carrying on such business or employed therein have been complied with,
