8, No person shall print or publish or act as editor of or continue to print or publish or act as editor of any local newspaper unless all the requirements of these regulations with respect to such newspaper have been complied with : Provided that it shall not be a breach of this regulation to fail to register as a separate newspaper a news sheet or sheets which constitutes or constitute in the opinion of the Registrar a later edition or editions of a registered newspaper.

12. A fee of $100 shall be payable on registration under regulation 2 hereof and a further fee of $100 shall be payable for every year other than the first during which such registra tion remains in force. Such additional fee shall become due on the anniversary of the day upon which registration was effected. A fee of $10 shall be payable on every occasion upon which substituted particulars are liable to be furnished under regulation s hereof.

13. When any periodical publication has in the opinion of the Registrar ceased by reason of cessation of publication or tion of a otherwise, to be a newspaper, the Registrar may cancel any newspaper registration effected pursuant to these regulations,

14. (1) No newspaper shall be distributed for sale save by a distributor licensed by the Registrar: Provided that no licence shall by reason only of this regulation be required for the sale

(2) The Registrar may refuse to license or may cancel the licence of any distributor if—

17. (1) The Registrar may refuse to register or may cancel the registration of a local newspaper if the proprietor, printer, publisher or editor thereof is or has been connected in any of such capacities with a newspaper whose suppression has been fordered by the court or a magistrate under an order of sup- pression which is still in force. In the event of cancellation no part of the registration fee shall be refunded.

(2) The Registrar may refuse to register any change in the specified particulars if by such change it is proposed to substitute a proprietor, printer, publisher or editor who has been at any relevant time connected in any of such capacities with a newspaper whose suppression has been ordered by the court or A magistrate under an order of suppression which is still in force. (3) Any refusal of the Registrar to register a change in the specified particulars shall unless reversed by the Governor in Council be deemed to be final against all persons after the expiration of thirty days from the date of such refusal or such extended time as the Governor in Council may allow and, unless the Registrar is satisfied before the expiration of such period that the newspaper is in fact owned, printed, published and edited by the persons appearing either in the specified parti-
