3. (1) The Company shall have power, subject to the By-lawn. approval of the Governor in Council, to make by-laws in connection with the conduct of its business and the maintenance of order and safety thereon, and such hy-laws may prohibit, conditionally or otherwise, the usage by passengers or by the public of the godowos, buildings, wharves, roada and premises of the Company.

(2) A copy of the by-laws so made clearly printed in English and Chinese shall be posted in a conspicuons place on the premises.

4. Every person who commits a breach of any such by-laws Penalty. shall upon summary conviction be liable to a fine not exceeding five hundred dollars.

5. Nothing in this Ortinonce shall affect or be deemed to Saving of affect the rights of His Majesty the King, His Heirs and rights of the Successors, or the rights of any body politic or corporate or of Crown and

of certain any other person, except such as are mentioned in this Ordinance other rights. and those claiming by, from or under them.
