13. During the pendency of any proceedings before the Board, if any member of the Board from any cause is or becomes unable to act, his place shall be filled by some other person appointed by the Governor: Provided that at all times there shull be at least one member of the Board who is not a member of the Government Service.

14. All mms of money and interest thereon awarded under this Ordinance and all costs and remuneration awarded against the Crown, shall be paid out of the general revenue of the Colony.
