By His Excellency Sir MARK AITCHISON YOUNG, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same.

WHEREAS 1, with the advice of the Executive Council, have deemed it advisable to nominate and appoint a Commnis- sioner for the purpose of instituting, making, and conducting any inquiries that may be deemed advisable and for reporting thereon to me, and also to appoint a Secretary to such Commissioner:

Now I, with the advice of the Executive Council, and in pursuance of the powers conferred by sections 2 and 3 of the Commissioners Powers Ordinance, 1886, do hereby nominate and appoint:-

His Honour Clief Justice Sir ALASDAIR DUNCAN

ATHOLL MACGREGOR, Knight Bachelor,

to be Commissioner,

and

KENNETH Mree Arthur BanneTT, Esquire, J.P., to be Secretary to the Commissioner.

I do also direct the Commissioner to inquire into and report to me from time to time and until further notice on all such matters as may be brought to his attention affecting the existence of corruption in the public service of this Colony; to consider whether improvement can be effected in the arrangements in force in individual departments of Govern- ment for detecting and checking corrupt practices; and to advise generally on the manner in which effect may best be given to the desire of Government and of the community as a whole to stamp out corruption in the public service; and for such purpose to receive oral and written evidence upon the foregoing matters and to conduct the examination of witnesses in private, and to make such relevant recommenda- lions as he may deem fit.
