By His Excellency Sir GEOFFRY ALEXANDER STAFFORD NORTHCOTE, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, the Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same.

WHEREAS by Proclamation No. 6 in the Gazette of the 8th of August, 1941, certain Commissioners were nominated and appointed by me, with the advice and consent of the Executive Council, to inquire into and report upon certain matters set out in the said Proclamation :

AND WHEREAS I have, with the advice and consent of the Executive Council, deemed it advisable to make some extension and revision of the matters into which the said Commissioners are appointed to inquire into and report upon :

NOW THEREFORE I, the said Governor, with the advice and consent of the Executive Council do by this Proclamation direct that paragraphs (2) and (3) of section 4. of the Pro- clamation No. 6 of the 8th August, 1941, shall hereafter be read and construed as if the following paragraphs were substituted therefor

* (2) the practice and manner of preparation and the presentation of contractor's accounts for work performed and materials supplied in connexion with Air Baid Precautions and of their certification by Government officers.

(3) in particular, as to whether gifts in cash or in kind bave been "received by any public servants, directly or indirectly, from any contractors, engaged in work or us suppliers of materials, in respect of Air Raid Precautions on behalf of or under the supervision of any Government Department."
