PROCLAMATION.

Officer Administering the Government.

By His Excellency NORMAN LOCKHART SMITH, Companion of the Most Distinguished Order of Saint Michael and Saint George, the Officer Administering the Government of the Colony of Hong Kong and its Dependencies.

WHEREAS by the second section of the Commissioners Powers Ordinance, 1886, it is enacted that the Governor in Council shall have power to nominate and appoint Com- missioners under the Public Seal for the purpose of instituting, making and conducting any enquiry that may be deemed advisable and for reporting thereon:

AND WHEREAS by the thirty-ninth section of the Inter- pretation Ordinance, 1911, the word "Governor' includes the officer for the time being administering the Government :

AND WHEREAS I with the advice and consent of the Executive Council have deemed it advisable that a Commission be appointed to enquire into and to establish the facts in relation to the alleged sinking of certain fishing junks the survivors of which were brought into Hong Kong on board the 8.8. "Scharnhorst" and 8.8. "Kaying".

NOW I with the advice and consent of the Executive Council hereby nominate and appoint

His Honour Sir Alasdair Duncan Atholl MacGregor.

Chief Justice,

The Honourable Commander Joseph Bernard Newill,

D.S.O., R.N. (retired), Harbour Master,

Mr. John Alexander Frazer, M.C., temporary additional

Judge of the Full Court,

to be Commissioners for the purpose of instituting, making and conducting such enquiry.
