PROCLAMATION,
Governor.
By His Excellency Sir Cear. CLEMENTI, Knight Commander of the Most Distio- guished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same,
Whereas by the second section of the Commissioners Powers Ordinance, 1886, it is enacted that the Governor in Council sball have power to nominate and appoint Commissioners under the public seal for the purpose of instituting, making, and con- ducting any inquiry that may be deemed advisable and for reporting thereon:
And whereas the Governar in Council has deemed it advisable that an inquiry should be instituted, made, and conducted as to the circumstances under which the 8.S. Sanning was on the 15th November, 1926, seized by pirates while on the voyage from Shanghai to Hong Kong; and in particular :-
(a) to inquire how it was possible for the pirates to get on board the ship
with arms in their possession;
(6) to inquire how it was possible for the pirates to seize the ship;
(c) to consider the efficiency of the anti-piracy fittings in the ship and to make recommendations as to the alterations and additious, if any, that may be deemed necessary in the 8.8. Sunning or other sea-going ships;
(d) to consider the supply of armed guards, the number to be carried and their
administration; and
(e) to consider generally and to make recommendations as to the measures
necessary for preventing piracy :
