PROCLAMATION,
to. d. Southosh
Offer Administering the Government.
By His Excellency WuraD THOMAS SOUTHORN, Compicion of the Most Distia- guished Order of Saint Michael and Saint George, the Officer Administering the Govern- ment of the Colony of Hong Kong and its Dependencies.
Whereas by the second section of the Commissioners Powers Ordinance, 1880, it is enacted that the Governor in Council shall have power to nominate and appoint Commis- sioners under the Public Seal for the purpose of instituting, making, and conducting aoy enquiry that may be deemed advisable and for reporting thereon:
And Whereas the Officer Administering the Goverument in Conneil has deemed it advisable that a Commission be appointed to consider......
(a) The status of River Trade certificates as Master or Mate issued by the
Hong Kong Government.
(b) The agreements made between owners and master and master and crew
and the notice to be given to terminate these agreements.
(c) The system of engagement and discharge and payrasut of wages of native
Barren,
(d) The method of measurement of River Steamers for passenger certificates. (e) The carriage of large numbers of free passengers as commission agents.
(f) The system of embarkation of passengers and loading of cargo.
(g) The employment of uncertificated pilots.
