Oficer Administering the Government.

By Ilia Excellency CLAUD SEVERS, Companion of the Most Distinguished Order of Saint Michael and Saint George, the Officer Administering the Government of the Colony of Hongkong and its Dependencies:

Whereas by the second section of the Commissioners Powers Ordinance, 1888, it is enacted that the Governor în Council shall have power to nominate and appoint Com- missioners under the public seal for the purpose of instituting, making, and conducting any enquiry that may be deemed advisable and for reporting thereon:

And Wheresa the Officer Administering the Government in Council has deemed it advisable that an enquiry should be instituted, made, and conducted regarding the emoluments of the Public Service of the Colony:

Now I, CLAUD Savers, Companion of the Most Distinguished Order of Saint Michael and Saint George, the Officer Administering the Government of the Colony of Hongkong and its Dependencies, with the advice and consent of the Executive Council, hereby appoint you :-

The Honourable Mr. Davin LANDALE

The Honourable Mr. CHARLES MOILVAINE Messer, O.B.E.

His Honour Sir WILLIAM REES DAVIES, Kt., K.C.

The Honourable Mr. Ronnet Conpon SHE WAN

to be Commissioners for the purpose of instituting, making, and conducting such enquiry:

And I do also appoint you, the said Sir WILLAM Rees Davies to be Chairman of the said Commissionera :

And I do also appoint Mr. James Arthur EdwarD BULLOCK, Chief Clerk, Colouinl Secretary's Office, to be Secretary to the said Commissioners :

And I do also order and direct that for all or any of the purposes of the said enquiry four Commissioners inclusive of the Chairman shall be and constitute a quorum;

And I do further, with the advice and consent of the Executive Council, order and direct that the said Commissioners shall have all the powers, rights, and privileges set out in the third section of the said Ordinance :
