PROCLAMATION.

Officer Administering the Government.

By His Excellency Claud Severs, Companion of the Most Distinguished Order of Saint Michael and Saint George, the Officer Administering the Government of the Colony of Hougkong and its Dependencies;

Whereas by a proclamation dated the 11th day of February 1916 a licence was granted by His Excellency the Governor permitting, in certain circumstances, the pay- ment of fees and agents' charges and expenses in respect of patents, trade inarka und designs, payable in an enemy country or on behalf of an enemy:

And whereas it has been deemed desirable to amend the terms of the said licence:

Now therefore 1, Claud Severs, Companion of the Most Distinguished Order of Saint Michael and Saint George, the Officer Administering the Government of the Colony of Hongkong and its Dependencies, acting on behalf of His Majesty and in pursuance of all powers thereunto me enabling, do hereby nnuend the said licence dated the 11th day of February 1916 as follows, that is to say :---

The said licence shall have effect subject to the following amonchuents

(e) The words "person" or persons" respectively wherever they occur in clauses 1 and 2 thereof shall mean a person or persons being of British, Allied or Neutral nationality:

(0) In clauses 1 (6) and 2 (6) of the said liceuca there shall be added imme- diately after the words "the Colony of Hongkong" wherever they occur, the words or of Allied territory not in hostile occupation";

The following provisos shall be added, viz. :-

Provided always that as regards payments on behalf of an enemy under clauso 2 of the suit liecnoc as ended hereby the same may be made by the person making the Bano only out of moneys-

(a) remitted by or on behalf of such enemy, or

(b) held for or on account of such enemy,

and subject to the provisions of next paragraph hereof nothing in the said licence or herein shall permit any payments to be pile on behalf of an enemy by way of gift or by way of advancement or loan to or on account of such enemy:
