By His Excellency Sir FRANCIS HENRY MAY Kuight Commander of the Most Dis- tinguished Order of Saint Michael and Saint George Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice Admiral of the same.
1. Sir FRANCIS HENRY MAY K.C.M.G. Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same being satisfied thereof by information received by me do hereby proclaim that war has broken out between His Majesty and Turkey.
