Joint Communique

The Airport Committee of the Sino-British Joint Liaison Group, having discussed the specific agreements to be entered into between the Hong Kong Government and the Airport Authority (AA) and the Mass Transit Railway Corporation (MTRC) respectively in accordance with the provisions of the "Memorandum of Understanding Concerning the Construction of the New Airport in Hong Kong and Related Questions" and further to the decisions recorded in the Agreed Minute in relation to the overall financing arrangements for the New Airport at Chek Lap Kok and the Airport Railway, have reached a common view.

Both sides have agreed that the Hong Kong Government may now enter into a Financial Support Agreement with the AA and the MTRC respectively in accordance with the common view reached by the Sino-British Airport Committee. The texts of the two Financial Support Agreements are annexed hereto.

The British side has reaffirmed that, on the basis of the continuing progress of the Airport Core Programme, the seven projects directly funded by the Hong Kong Government together with the Western Harbour Crossing project will be completed before 30 June 1997 and the New Airport at Chek Lap Kok and the Airport Railway will be completed to the maximum extent possible by 30 June 1997.

The Chinese side has reaffirmed its support for the construction of the New Airport and related projects, and reconfirmed that obligations related to the airport projects entered into or guaranteed by the Hong Kong Government will continue to be valid and be recognised and protected by the Hong Kong Special Administrative Region Government from 1 July 1997.

Both sides have expressed their determination and confidence that construction of the New Airport and Airport Railway will proceed with all due speed to full completion as soon as possible.
