The party then moved on to take a closer look at other environmental black spots and the environmental improvement after clearance of the government land in the Pat Heung Pilot Action area.
At an open storage area in Ko Po Kam Tin, the Governor was briefed by the Principal Land Control Officer (TFB), Mr Frank Au, and the Senior Landscape Architect (TFB), Mr John Chan, on the findings of a general survey of all industrial undertakings in the Pilot Action Area.
Mr Patten was also told of the strategies to deal with the existing use undertakings and the lead time to complete environmental improvement works and landscaping, as well as the co-ordination work with local community for general environmental improvement of Kam Tin township.
At a site in Fan Kam Road, the Governor and his party were shown a successful. case of clearing unauthorised development by prosecution under the Town Planning (Amendment) Ordinance 1991.
The Chief Town Planner/Central Enforcement and Prosecution of the Planning Department, Mr Lee Tak-keung, briefed them on the enforcement action against unauthorised developments in the Pat Heung Pilot Action Area and the progress of the work of the Prosecution Section.
Before concluding his tour, the Governor and his party visited a car handling yard at Lo Uk Tsuen. The yard, being an unauthorised development located in a suitable open storage zone, had successfully applied to the Town Planning Board for environmental improvement. The operator explained the improvement works undertaken, including landscaping, drainage and traffic assessment to adhere to the board's conditions of approval.
