TODAY (TUESDAY).

COMMISSION'S FIFTH REPORT (ECR5) IS PUBLISHED

THE REPORT IS THE OUTCOME OF AN 18-MONTH STUDY ON THE TEACHING PROFESSION, UNDER THE CHAIRMANSHIP OF MRS RITA FAN HSU LAI-TAI.

INTRODUCING THE REPORT, MRS FAN SAID: "ECR5 AND PREDECESSOR, ECR4, TOGETHER SET OUT A COMPREHENSIVE STRATEGY FOR QUALITY IN TOMORROW'S SCHOOLS A STRATEGY WHICH IS ALREADY BEGINNING TO BE IMPLEMENTED.'

"THE

SHE DESCRIBED ECR5 AS COMPLEX AND WIDE-RANGING, BUT SAID: REPORT HAS A VERY SIMPLE AIM: TO ENSURE THAT THE TEACHERS WHO PREPARE HONG KONG'S STUDENTS FOR LIFE AND WORK IN THE 21ST CENTURY CAN BETTER PROVIDE THE QUALITY OF EDUCATION THE COMMUNITY NEEDS.

NOTING THAT TEACHERS ARE PROBABLY THE SINGLE MOST IMPORTANT FACTOR IN THE QUALITY OF EDUCATION IN SCHOOLS, MRS FAN SAID THE COMMISSION HAS LOOKED IN DETAIL AT THREE MAIN ISSUES, NAMELY TEACHER EDUCATION, TEACHER STATUS, AND TEACHER WORKLOADS.

UNDER TEACHER EDUCATION, THE REPORT RECOMMENDS THAT THE COLLEGES OF EDUCATION AND THE INSTITUTE OF LANGUAGE IN EDUCATION BE UPGRADED INTO A NEW INSTITUTE OF EDUCATION, SEPARATE FROM THE CIVIL SERVICE.

"THE NEW INSTITUTE SHOULD DEVELOP AND IMPROVE THE PRESENT RANGE TEACHER EDUCATION COURSES AT SUB-DEGREE LEVEL, AND SHOULD AIM ΤΟ OFFER DEGREE COURSES AS SOON AS POSSIBLE, SAID MRS FAN.

"TO ENABLE THIS TO HAPPEN, WE RECOMMEND SUBSTANTIAL ADDITIONAL FUNDING FOR THE INSTITUTE, AND MEASURES TO UPGRADE THE STAFF.

TO ENCOURAGE SERVING TEACHERS TO DEVELOP THEIR SKILLS, THE REPORT COMMENDS THAT A NEW QUALIFICATION, TEACHER'S CERTIFICATE, BE DEVELOPED.

"THIS WOULD BE BASED ON THE EXISTING RANGE COURSES FOR SERVING TEACHERS, TOGETHER WITH ANY NEW COURSES WHICH MIGHT BE DEVELOPED, MRS FAN EXPLAINED.

"ALL COURSES WOULD BE FORMALLY ACCREDITED, AND SO COULD COUNT TOWARDS AN EVENTUAL DEGREE.

THE COMMISSION ALSO RECOMMENDS SETTING UP AN ADVISORY COMMITTEE ON TEACHER EDUCATION AND QUALIFICATIONS, TO IMPROVE CO-ORDINATION IN TEACHER EDUCATION, AND PROVIDE AUTHORITATIVE ADVICE ON TEACHER QUALIFICATIONS GAINED OUTSIDE HONG KONG.

ON TEACHER STATUS, THE REPORT ENDORSES AN ALL-GRADUATE TEACHING PROFESSION AS A LONG-TERM GOAL.
