(E) DIRECTORATE POINT 5 BASE SALARIES IN THE CIVIL SERVICE
ARE SLIGHTLY BELOW THE AVERAGE PRACTICE LINE OF THE PRIVATE COMPANIES. DIRECTORATE POINT 6 BASE SALARIES ARE ABOUT 15 PER CENT BELOW THE AVERAGE PRACTICE LINE OF THE PRIVATE COMPANIES. THERE IS INSUFFICIENT INFORMATION ON THE TOTAL REMUNERATION PACKAGE FOR LOCAL EMPLOYEES AT THESE LEVELS IN THE PRIVATE COMPANIES TO ENABLE A PROPER COMPARISON TO BE MADE.
(THE PRIVATE COMPANIES PARTICIPATING IN THE PAY LEVEL SURVEY DID NOT PROVIDE SUFFICIENT INFORMATION ON LOCAL EMPLOYEES TO ENABLE EVEN A CRUDE COMPARISON TO BE MADE WITH THE CIVIL SERVICE DIRECTORATE D5 AND D6).
THE CONSULTANTS HAVE REPORTED IN CONNECTION WITH THE PAY LEVEL SURVEY GROUP OF PRIVATE COMPANIES THAT -
1) THE MAJOR DIFFERENCE BETWEEN LOCAL DIRECTORATE OFFICERS'
TOTAL REMUNERATION PACKAGES AND THOSE OF SENIOR LOCAL EMPLOYEES IN THE PRIVATE COMPANIES IS THE SCALE OF HOUSING BENEFITS AND, TO A LESSER EXTENT, OF RETIREMENT BENEFITS GIVEN TO CIVIL SERVANTS.
(11) THERE IS A RANGE OF VALUABLE FRINGE BENEFITS WHICH ARE
AVAILABLE TO SOME LOCAL EMPLOYEES IN THE PRIVATE COMPANIES TO A GREATER EXTENT THAN THOSE AVAILABLE TO THE CIVIL SERVICE DIRECTORATE, AND SOME ARE NOT AVAILABLE AT ALL.
