Mr. Brian Desmond Joseph WELCH, MBE

He

Mr. Welch, Senior Force Welfare Officer, has left Hong Kong on completion of agreement after 18 years of unbroken service with the Police Force. Prior to joining the Force he held commissioned rank in the Royal Air Force from 1941 to 1962. has made a major contribution to the Force in terms of welfare, sport, recreation and morale. Coping with the tremendous increase in the size of the Force, from 7,000 in 1963 to the present 21,500, he has not only dealt efficiently with the many difficult problems but successfully introduced many new measures to improve Force welfare facilities. He has been of major assistance in promoting welfare to deserving members of the Force and obtaining charitable

donations to the welfare funds.

Miss Kathleen Esther BARKER, JP

Miss Barker has rendered outstanding service in the field of education over the last two decades as Principal of St. Stephen's Girls' College. She is very highly regarded by all who know her for her integrity and high professional standards. Besides making her College one of Hong Kong's leading institutions, Miss Barker has served on a number of boards and committees.

Her services in the crucial field of school examinations is

worthy of particular mention. Since 1961 she has been a member of the School Certificate Syndicate, Chairman of a major subject committee and Chairman of the key School Examinations Policy Advisory Board. She has been a member of the now independent Hong Kong Examinations Authority since its inception.
