CBE (COMMANDER, ORDER OF THE BRITISH EMPIRE)
The Honourable Eric Peter HO, JP
Mr. Ho joined the Government as an Assessor in 1954
and transferred to the Administrative class in 1957. He was
appointed a Staff Grade 'C' officer in 1968 and a Staff Grade
'B' officer in 1974. He has been in the Social Services Branch
since 1977 and was appointed substantive Secretary in 1979.
Branch is responsible for policy matters governing a wide and
expanding range of Government social services and facilities,
including medical and health services, labour, social welfare
and
education.
The
Dr. Karl Ludwig STUMPF, OBE, JP
Dr. Stumpf has long been associated with evangelical
and social work in Hong Kong and has achieved international
standing in these fields. He is a pioneer in anti-narcotics work in Hong Kong and since 1965 has been a member of the
Action Committee Against Narcotics and Chairman of its sub-
committee on Preventive Education and Publicity for the last
six years. The Hong Kong Christian Service, of which he was
then Director and is now Consultant, was the first voluntary agency to assist the United Nations High Commission for
Refugees in setting up and managing a refugee camp. At the same time, as one of the two Vice-Chairmen of the Executive
Committee of the Hong Kong Community Council for the Resettlement
of Vietnamese Refugees, he has acted as an eloquent and persuasive spokesman for Hong Kong in drawing the world's attention to the plight of the Vietnamese refugees in Hong Kong and in seeking for them greater and faster resettlement opportunities in Europe and North America. Dr. Stumpf's outstanding record of community service won for him the honour of being voted as Hong Kong's Citizen of the Year for 1979.
