ADVICE ON GAFE OPERATION OF MACHINES

ASSISTANT COMMISSIONER FOR LABOUR, MR. DAVID LIN, TODAY URGED ALL OWNERS, OPERATORS, AND APPOINTED EXAMINERS OF AIR RECEIVER PLANTS TO EXERCISE CERTA IN PRECAUTIONS WHEN THEY OPERATE THE IR MACHINES SO THAT UNNECESSARY ACCIDENTS WOULD BE PREVENTED.

MR. LIN MADE THE CALL FOLLOWING THE REPORT OF A RECENT ACCIDENT IN WHICH AN AIR RECEIVER EXPLODED, KILLING ONE PERSON AND INJURING THREE OTHERS.

HE SAID: THIS INCIDENT HIGHLIGHTED THE NEED FOR A GREATER APPRECIATION OF THE HAZARDS ASSOCIATED WITH AIR RECEIVERS AND AIR COMPRESSORS AND I SINCERELY URGE ALL OWNERS, OPERATORS, AND APPOINTED EXAMINERS TO OBSERVE THE FOLLOWING RECOMMENDATIONS:-

1. THAT AIR RECEIVERS MUST NOT BE CHARGED WITH GASES, OTHER THAN AIR, IN PARTICULAR OXYGEN WHICH IS PARTICULARLY DANGEROUS-

2. THAT THE TEMPERATURE OF OUTLET AIR FROM AN AIR COMPRESSOR MUST BE WELL BELOW THE CLOSED FLASH POINT OF THE LUBRICATING CIL USED=

3. THAT THE OUTLET TEMPERATURE OF AIR DISCHARGING FROM A COMPRESSOR MUST NOT BE TOO HIGH (FOR LARGE PLANTS A WATER-COOLED COMPRESSOR MAY BE MORE SUITABLE THAN AN AIR-COOLED COMPRESSOR) =

4. THAT THE COMPRESSOR AIR INTAKE SHOULD BE SCREENED AND SITUATED IN A PLACE WHICH IS COOL AND FREE OF ALL CONTAMINANTS=

5. THAT THE CORRECT GRADE OF LUBRICATING OIL SHOULD BE USED IN A COMPRESSOR AND CARE TAKEN TO KEEP THE CONSUMPTION TO A MINIMUM-

6. THAT REGULAR EXAMINATION AND MAINTENANCE BE CARRIED OUT ON THE COMPRESSOR AND ITS VALVES, AIR RECEIVER AND ITS MOUNTINGS, AND THE INTER-CONNECTING PIPING BETWEEN THE COMPRESSOR AND AIR RECEIVER=

7. THAT FUSIBLE PLUGS, WALLS OF PIPES AND OTHER PARTS OF THE SYSTEM SHOULD BE FREE FROM CARBON DEPOSITS AND FUSIBLE PLUG DISCS BE RENEWED EVERY TWO YEARS- AND

8. THAT AIR RECEIVERS SHOULD BE LOCATED IN COOL AND WELL VENTILATED PLACES AND DRAINED REGULARLY.+

REFERRING TO THE RECENT ACCIDENT, MR. LIN SAID: +IVVESTIGATION REVEALED THAT THE AIR RECEIVER WAS USED FOR STARTING THE MAIN DIESEL ENGINE FITTED ON A MOBILE CRANE, AND THAT THE AIR RECEIVER AND COMPRESSOR HAD NOT BEEN REPAIRED OR ATTENDED TO SINCE THE OWNER ACQUIRED IT IN 1962.+
