INCREASED POSTAL RATES FOR SMALL PACKETS TO CHINA
Concessionary postal rates for small packets to China, which
have been in force since 1962, will no longer apply with effect from
December 1.
Announcing this today, a spokesman for the Post Office said
that the new 'rates would be the same as for all other destinations.
He explained that under revised international postal regulations,
any postal administration receiving considerably more mail than it sends
in return is entitled to compensation for internal conveyance, sorting
and delivery of the imbalance.
Since the amount of mail sent to the People's Republic of China
from Hong Kong greatly exceeds that received in return, payment is due to
China for handling the excess. For the most part, this excess lies in
small packet mail.
