11The new towns offer the best opportunity to provide new homes for

the people of Hong Kong and every effort is being made to accelerate the

rate of progress in the new towns," he said.

Mr. Robertson added that the government had accepted in its public

housing projects the need to balance quantity against quality. Similarly,

for private housing, "government has an obligation to ensure that the demand

for new houses does not overweigh the consideration that should be given to

providing a reasonable environment for existing and future residents,"
