It says a co-ordinating council for services to the elderly should

be established and chaired by the Social Welfare Department.

The council would

cover both government and non-government run services with equal representation

from both sides.

Mr. Heppell said a decision should be taken as soon as possible on

implementing these proposals. However, the community at large should first

be given an opportunity to express its views and these will be welcomed and

taken carefully into account by the government.
